The IRS officially ended the Offshore Voluntary Disclosure Program in September 2018, and has now revised the disclosure procedures for both domestic and offshore issues. Taxpayers with unfiled returns or unreported income who want to come into compliance and avoid certain penalties (including criminal exposure) need to understand the new procedures.
